Who we are
Łukasz Pupek
He has nearly 20 years of experience as a consultant in advising on public funding - both repayable and non-repayable - for projects in the areas of innovation, research and development, investments, and decarbonization. His expertise includes public funding through domestic and EU programmes.
Between 2007 and 2015, he gained experience at Crido, a consulting firm, where he was responsible for i.a. advising on the implementation of subsidized projects and preparing applications (feasibility studies, financial models), innovation audits, as well as training for applicants and beneficiaries.
In 2015 he co-founded SAS Advisors, which grew to become one of the leaders in grant consulting in Poland. Under his leadership a 40-member team delivered more than 350 projects with a total budget of EUR 3.5 billion and over EUR 500 million secured in grants. In 2022 the company was acquired by CIVITTA - an international consulting firm which operates in 20 countries in Central and Eastern Europe as well as Scandinavia. As a Managing Partner of CIVITTA Poland and member of Innovation Stream Board at CIVITTA International, Łukasz led the development of advisory services in the area of innovative consulting, ESG, and the public sector, as well as coordinated a team of over 130 professionals across CEE.
Olga Pupek
An expert with more than 10 years of experience in public grant funding and managing projects related to innovation and energy transition. She specializes in preparing funding strategies and applications, as well as leading R&D and investment projects.
She combines the perspective of a strategic advisor, deep expertise in public grant mechanisms, and practical experience as a beneficiary of complex projects subsidized by national and EU grant programmes.
Working at an international consulting firm, she supported businesses in defining and carrying out investment financing strategies, research projects, and sustainable development initiatives (ESG). She later joined a leading private Polish energy company, where she was involved in the commercialisation of hydrogen technologies and the development of strategic renewable energy projects.
She has coordinated funding for over 100 projects with a combined value exceeding PLN 3 billion, including projects supported by national funding programmes (NCBR-National Centre for Research and Development, PARP-Polish Agency for Enterprise Development, NFOSiGW-National Fund for Environmental Protection and Water Management, BGK-National Development Bank) and European Commission funding initiatives (Horizon 2020, CEF, IF, IPCEI, LIFE). She has experience in preparing research agendas, feasibility studies, innovation strategies, and market analyses for companies from the following industries: energy, chemical, waste management, food, pharmaceutical, wood and furniture, IT.

Our cooperation begins with an analysis of key formal requirements (financial situation, size of the company) and a diagnosis of the company’s needs. We pinpoint the company’s development goals and proceed to analyse available funding sources - including domestic and European grants as well as repayable assistance.
A key element is aligning the structure of a project with programme requirements, including the timeline, level of innovation, required operating capability, environmental effects, and the necessity of securing partners.
Based on all of this, we prepare possible cooperation scenarios, including both full strategic consulting and targeted support in certain areas. We continuously monitor calls for proposals and inform clients about changes and likelihood of obtaining funding, also in a long-term perspective. We point out the most promising projects within existing development and transformation plans, recommend the best forms of financing and required organizational preparations.
We prepare a project framework in accordance with a particular programme’s requirements as part of our cooperation.
We prepare all application documents including market analyses, business model analyses, detailed budgets, feasibility studies, research agendas and financing models. We represent the client before financial institutions, negotiate conditions, and answer substantive queries.
In case of a denial, we consult on appeal procedures by preparing appeal rationale and supporting documentation.
After securing funding we take over the responsibility for coordinating project tasks, monitoring schedules, milestones, and changes in scope. We ensure programme goals are carried out and that expenses are incurred correctly.
We prepare and submit all of the required documents: payment requests, reports, requests for amendment. We manage submissions through institutional online platforms and advise on issues related to promotional obligations and implementation of indicators. We support clients during tenders, audits, inspections, and evaluations, including responsibilities resulting from project sustainability principle.
All the above services are offered either individually or as part of comprehensive, end-to-end advisory support - from the strategy stage, through securing funding, to settlement and closing the projects.
